Pro hac vice funds will be used for projects whose goals reflect the mission, vision and values of the law library and the judicial branch. These grants fund projects that provide access to reliable, authoritative New Hampshire legal information; reduce the barriers to the public's access to legal information; improve the public's knowledge of New Hampshire law and legal procedures; improve the public's knowledge of legal research techniques for New Hampshire law; provide support for New Hampshire court-based and community-based programs supporting the public's access to legal information; help New Hampshire pro se litigants who may require greater access to legal material so as to advance their own cases; and improve access to the law for those falling under federal poverty guidelines.

Pro Hac Vice funds shall not be used for for-profit entities; general operating support; annual appeals or membership drives; financial support for political candidates; lobbying efforts; direct legal services to litigants; scholarships; individuals; organizations that might conflict with the goals or programs of the law library or judicial branch; and organizations that discriminate against, denigrate or show hostility or aversion toward an individual because of the individual's sex, race, color, national origin, religious creed, age, sexual orientation, physical or mental disability, pregnancy, marital status, veteran status, or any other legally-protected status.
Advocacy groups are welcome to submit proposals; however, in reviewing proposals from and making grants to advocacy groups, the review committee will endeavor to ensure that their advocacy perspective does not interfere with the judicial branch goal of neutrality.

Preference will be given to proposals that do not duplicate existing efforts in the community and the court system; demonstrate a lasting or sustainable change that can be measured; use programs and practices that have shown consistent, positive outcomes in other communities; demonstrate an innovative use of technology to reach their audiences; and use a variety of physical formats to accommodate different learning styles and user needs.

Library hours are Monday – Friday, 8:30 a.m.-4:30 p.m. The law library is closed all court holidays. Late applications will not be accepted. The law library will not accept applications transmitted by facsimile (FAX) and is not responsible for applications lost in transit. Errors and omissions may affect the committee's evaluation of your application, so please prepare your application carefully and follow instructions.
Applications must include the following:

  • Cover letter
    • No more than one page
    • Written on the applicant's letterhead
    • Include
      • project title,
      • brief description of project,
      • contact information
  • Proposal
    • Summary: include project title, amount of funding requested and a general description of the use that will be made of the funds
    • Introduction: describe the organization, its structure, major accomplishments of the organization, relevant experience and accomplishments of the organization, any established partnerships and relationships that will be important to carrying out the activities funded by the grant, qualifications of professional staff (resumes may be included in appendix), a list of board of directors, and the overall organizational budget for the funding period.
    • Background: What is the nature of the problem this proposal is designed to address? What is the purpose for developing the proposal? Who will benefit and how? What is being done about the problem now? What gaps exist in addressing the problem that will be addressed by the proposal? Supply any supporting documentation in the appendix.
    • Project Objectives: list goals and desired outcomes; specific proposed solutions to the problem described above. How do these proposals align with the goals of the Pro Hac Vice fund? What population will be served, what is the time frame, and the anticipated outcomes of this project?
    • Project Plan: for each goal listed above, present the specific plan of action including the proposed staffing, timetable, and funds required. How will project evaluation be conducted?
  • Budget summary: explain how you arrived at the numbers in the budget.
  • Budget form: this form is required. Include categories of expenditures that will be funded by the requested grant, how much funding will be required for each category, and how much of that funding will come from the grant request.
  • Appendix
    • May include: supporting documentation for problem statement, letters of endorsement, list of previous funders, annual reports, statistical data, etc.

Proposal Review Process

Once proposals are received by the law librarian, a review committee will be convened. The review committee consists of the general counsel to the New Hampshire Supreme Court; the New Hampshire Law Library’s administrative authority; the director of the Administrative Office of the Courts; and the law librarian of the New Hampshire Law Library. The review committee will recommend acceptance of the proposal; rejection of the proposal; or further study/suggestions which may include revision of the proposal.

Applicants will be notified within approximately 6 weeks after the application deadline. Once a proposal is accepted, recipients of Pro Hac Vice funds will be required to sign a contract specifying deliverables and describing how the recipient and the court will measure success for each project.

Grant Period & Reporting Requirements

The grant period is January 1, 2021 – December 31, 2021. An interim report is due July 12, 2021; and a final report is due 30 days after the completion of your project.

Interim Report should include:

  • Your project summary from the grant application
  • Your project plan from the grant application with activities completed to date and funds expended on those activities
  • Remaining activities to be accomplished
  • Any supporting materials: satisfaction questionnaires, outreach materials etc.

Final Report should include:

  • Your project summary from the grant application
  • Your project plan from the grant application with list of activities and funds expended on those activities
  • An evaluation of the project
  • Any supporting materials
